Ukrainian President Volodymyr Zelensky Declares He Lacks Explicit Defense Guarantee from Partner Nations
President Zelensky has stated that European allies have failed to provide concrete pledges that they will defend Ukraine in the case of a fresh offensive by Russia.
"I am asking this very question to all our partners and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on midweek.
These remarks follow a day after Britain and France signed a statement of purpose on stationing forces in Ukraine if a peace deal to conclude the conflict with Moscow is reached.
However, full security guarantees have not been agreed. The United States, which has been spearheading initiatives to end the invasion, was reported to have abstained from signing such a commitment at talks in Paris on Tuesday.
Outcomes from the Paris Discussions
After the Paris talks, which included some three dozen nations that form the group termed the 'Coalition of the Willing', British PM Keir Starmer said the two nations would "set up operational bases across Ukraine" to prevent any future incursion, while French President Emmanuel Macron later said thousands of troops may be deployed.
Allies proposed that the US would assume a leading role in monitoring a truce. But the central sticking point of territorial concessions that Ukraine is being pressured to offer to Russia as a component of the settlement terms are continuing to be negotiated.
The Russian government has thus far remained silent on the declaration made in the city of Paris.
Russian President Vladimir Putin launched a comprehensive military assault of Ukraine in the early months of 2022, and Moscow now occupies about 20% of Ukrainian territory.
The President's Evolving Stance
The UK Prime Minister characterized the joint statement as "a vital part of our commitment to support Ukraine for the foreseeable future".
He continued: "It establishes the pathway for the juridical structure under which British, French and partner forces could function on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's armed forces for the years to come."
The Ukrainian leader praised that accord as a "huge step forward".
Twenty-four hours afterward, however, he seemed more cautious.
"I see the will, the political resolve, and that the allies are prepared, and the partners are ready to give us robust economic measures, powerful defense assurances," he said when asked if nations in Europe would come to Ukraine's aid.
"However, until we don't have such binding security pacts - formally ratified, endorsed by legislatures, supported by the United States Congress - this question remains unresolved. And should they materialize, you still have to rely first and foremost on your own strength."
Persistent Challenges and Fighting
The Paris talks were also notable owing to the presence of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.
One envoy stated the participating countries "mostly completed" their work on agreeing security protocols.
Recently, Zelensky said a settlement was "90% ready".
Questions of land and defense pledges have been at the center of unresolved issues for diplomats.
The Russian leader has consistently stated that Ukraine's military must pull back from all of Ukraine's eastern Donbas or Moscow will take control, rejecting any compromise over how to end the war.
Zelensky has so far ruled out relinquishing any land, but has proposed that Ukraine could withdraw its troops to an established line - but provided that Russia did the same.
Russian forces now holds about 75% of the Donetsk oblast, and some nearly all of the neighbouring Luhansk. The two regions form the industrial Donbas region.
It has been intensifying attacks against Ukrainian cities - particularly targeting power facilities. Russia has also made slow progress in capturing more Ukrainian territory.
Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, albeit with more limited success.
